June 4, 2020 on the website of the popular science portal "Granit Nauki" an article by the Honored Worker of Science and Technology of Ukraine was published, Chief Scientific Officer of the Dobrov Institute for Scientific and Technological Potential and Science History Studies of the NAS of Ukraine Ukraine Doctor of Economic Sciences Oleksandr Popovych, the topic of which was reform of the training and certification system highly qualified scientific personnel in Ukraine.
The author of the publication analyzes the resolution of the Cabinet of Ministers of Ukraine dated March 6, 2019 No. 167 “On conducting an experiment on awarding the degree of Doctor of Philosophy”. According to the scientist, the changes provided for by this document are simply an attempt to recreate in Ukraine purely external features of the system adopted in Western countries. In fact, the adoption of the resolution leads to further strengthening of the regulation of the process of awarding academic degrees and titles and is by no means a step towards its deregulation.
Oleksandr Popovich means: “If we are trying to take an example from Western countries, we should pay attention to the fact that they have long understood a simple truth: it is hopeless to try to follow every dissertation - instead, those who evaluate it and assign a scientific degree or academic title need to be trustworthy.”
The scientist also expresses his conviction: “It is the level of scientific research carried out in a scientific institute or university that should be the main criterion in deciding the issue of granting them the right to award scientific degrees and academic titles. And only scientists can assess this level.” “It is the level of scientific research carried out in a scientific institute or university that should be the main criterion in deciding the issue of granting them the right to award scientific degrees and academic titles.
