On November 13-14, 2014, the XXVI Kyiv Symposium on Science studies and the history of science “Science, Technology and Innovation as the Most Important Factors of National Security in the Conditions of the Formation of New Sovereign States” was held in Kyiv.
The participants of the symposium state that a serious threat to the national security of Ukraine is the underestimation of the importance of science for strengthening the country's defense capabilities, for ensuring innovative development of the economy and the moral health of society, and the separation of government officials responsible for the formation and implementation of the state's economic policy from advanced domestic and foreign science.
This has led to the adoption of a number of ill-considered, or even simply incompetent, decisions, the lack of a consistent scientific, technological and innovation policy, the progressive degradation of scientific and technological potential. The importance of the development of the rocket and space industry for ensuring national security and accelerating innovation processes in the country's economy is underestimated. A serious threat to national security has become the progressive bureaucratization of public administration in the socio-economic sphere, which not only worsens the effectiveness of legislation and practical measures of the executive branch, but also undermines public trust in the government, poisons public consciousness.
The symposium was attended by more than 150 participants
K.s.1 Participated 53, from them with reports 18

RECOMMENDATIONS
XXVI Kyiv Symposium on Science Studies and History of Science on the topic: “Science, Technology and Innovation as the Most Important Factors of National Security in the Conditions of the Formation of New Sovereign States”
The symposium participants state that a serious threat to the national security of Ukraine is the underestimation of the importance of science for strengthening the country's defense capability, for ensuring innovative development of the economy and the moral health of society, the misunderstanding that the scientific and technological sphere serves as a source of producing intellectual resources for the development and support of all components of national security: economic prosperity, socio-political stability, defense capability, and the resulting separation of government officials responsible for the formation and implementation of the state's economic policy from advanced domestic and foreign science. This has led to the adoption of a number of ill-considered, or even simply incompetent, decisions, the absence of a consistent scientific and technological and innovation policy, and the progressive degradation of scientific and technological potential. The importance of the development of the rocket and space industry for ensuring national security and accelerating innovation processes in the country's economy is underestimated. A serious threat to national security has become the progressive bureaucratization of state administration in the socio-economic sphere, which not only worsens the effectiveness of legislation and practical measures of the executive branch, but also undermines public trust in the authorities, poisons public consciousness.
Having discussed these other problems, scientists, what took part in the symposium, recommend:
- Address Ukrainian scientists with an appeal to intensify research into problems directly related to strengthening national security and defense capabilities of the country, actively use media, as well as Internet platforms (social and professional networks) to explain to the general public the importance of domestic science for the stable growth of the country's economy and increasing the level of national security. To this end, use more widely the results of research on the history of science and its impact on the technological development of industry and the increase in social wealth.
- Organize coordinated and regular studies of national security problems. Their results should be concentrated in an annual government report dedicated to assessing the state of national security and substantiating the strategy for its strengthening, including:
– clear and specific formulations of Ukraine’s foreign policy goals, vital for ensuring the security of the country, society and people;
– directions of foreign policy, the content of international and interstate obligations of Ukraine and the level of economic, military, diplomatic and other capabilities of the state, which should ensure prevention and adequate response to aggression against the Ukrainian state, fully and effectively implement the national security strategy;
– justification of specific short-, medium- and long-term measures for the use of political, economic, scientific and technical, military and other types of potential of the country to protect national interests and achieve goals vital for ensuring the national security of Ukraine;
– problem-oriented and general assessment of the presence in Ukraine of adequate opportunities for implementation of the national security strategy, including economic, scientific-technological, socio-political and military;
– current and future information necessary to inform the Verkhovna Rada of Ukraine, the President of the country and the people of Ukraine about the state, problems and strategy of national security, as well as the necessary efforts for its implementation. In addition to the secret part, the document must have an open part accessible to the entire population, which is important for the active inclusion of every citizen of the country in the discussion of the problems of implementing the national security strategy.
- Take decisive measures to deepen the coordination of scientific research aimed at guaranteeing national security, ensure their flexible strategic planning, which would allow taking into account existing and potential threats. To this end, establish a state agency for scientific support of national security, and also entrust it with monitoring existing and emerging new threats to the country's security and the effectiveness of actions aimed at eliminating them. To resume the activities of the Interdepartmental Commission on Scientific and Technological Security under the National Security and Defense Council of Ukraine. To replenish its staff with highly qualified specialists, to clarify its functions as a consultative and advisory body, to entrust it with the formation of orders for scientific research and development related to national security and increasing the country's defense capability.
- To introduce a system of operational scientific analysis of external and internal threats to the national security of Ukraine, to reconstruct, for this purpose, the situational centre of the National Security and Defence Council, providing in its structure not only means of operational monitoring of existing threats and the state of scientific and technological support for national security, but also the capabilities of automated data processing, mathematical modelling of various scenarios of the development of the situation and state policy strategies, software, as well as for the large-scale involvement of a large number of experts using modern information and communication technologies. The Dobrov Centre for Scientific and Technological Potential and Science History Studies of the NAS of Ukraine to initiate the organisation of a comprehensive research group and the implementation of a project aimed at developing a methodology, methodological support and scientific support for the process of implementing this project.
- In order to bring the scientific developments of the institutes of the NAS of Ukraine as close as possible to the modern requirements of industry and the entire economy of the country regarding ensuring national security, to address the Presidium of the NAS of Ukraine with a proposal to hold extended meetings in the departments of mechanics, computer science, physical and technical problems of materials science, physical and technical problems of energy, nuclear physics and energy, economics, etc. with the participation of representatives of the State Design Bureau "Pivdenne" to discuss the problems of scientific and technological ensuring the national security of the state.
- To draw the attention of the country's leadership to the need for a radical revision of the policy of the Ukrainian state regarding the development of science and technology, the implementation of real measures aimed at the structural restructuring of the economy, the introduction of modern methods of public administration, as well as the use of the capabilities of domestic science to substantiate and adjust state policy, in particular, to eliminate and counteract threats to national security and the country's defense capability.
- End the neglect of socio-political and socio-cultural factors of the country's national security, which is directly related to sustainable (eco-sustainable) development of production, economic and social stability.
- Resolutely abandon the course consistently pursued by the economic bloc of previous governments to replace the program-targeted approach in state management of scientific and technological development. Launch a number of large-scale scientific and technological and innovation programs aimed at modernizing the country's defense capabilities and accelerating the technological renewal of production.
- Clearly define the prospects for reaching the level of European standards for increasing the science-intensiveness of the economy, for which, starting from 2015, plan an annual increase in the volume of expenditures for scientific research and development from the state budget at a rate of not less than 25% per year. This will allow by 2020 to reach the level of 1.5% of GDP from the state budget, and subject to stimulation of investment in science - the level of financing of scientific research and development from all sources in the amount of 3% of GDP, as provided for the EU. Provide state support for the participation of domestic scientists in scientific and technological programs of the European Union, as well as their receipt of grants from international funds and organizations for the implementation of research and development aimed at increasing the level of national security of Ukraine.
Urgently implement measures to increase the effectiveness of domestic science and implement its results in production. In this case, the primary importance should be given to solving the problems of forming a favorable legal and regulatory environment, comprehensive development of scientific, technological and innovative infrastructure, and implementation of effective cooperation mechanisms along the entire chain of “scientific developments - production”
- Take measures to radically deepen transparency in the activities of state administration bodies at all levels as an effective means of combating bureaucratization and corruption, make wider use of the opportunities of public councils under central authorities, as well as the interactive capabilities of modern information and communication technologies for this purpose. Organize mandatory training for civil servants of central and local executive authorities to master the basics of innovation culture and innovation management.
- Develop and begin consistent and targeted implementation of the state program for the formation of a science-intensive national security system of Ukraine, providing for the resolution of problems of material and technical support of relevant research, their legislative and tax incentives. Create and legislatively consolidate a mechanism for the unhindered transfer of dual-use technologies in order to use them as fully as possible to strengthen the country's defense capabilities and solve socio-economic problems.
- Considering the presence of a powerful scientific and technological potential of Ukraine in the field of rocket and space technology, its real capabilities in strengthening the country's defense capabilities and exerting a real influence on technological renewal and innovative development of many branches of production and the economy as a whole, consider ensuring its priority support by the state as one of the key directions for increasing the level of national security. To this end, at the legislative level, create a regime of maximum assistance for research, design and manufacturing enterprises operating in this field, organize interdepartmental coordination of such activities, and significantly strengthen state support for space programmes.
- The symposium participants believe that in order to bring the economy of Ukraine to a level that guarantees an appropriate level of national security, it is necessary to:
– to ensure the annual growth of the country’s real GDP of at least 7%;
– to reach a production level of 12.6 thousand US dollars per capita (which corresponds to an increase in GDP by approximately 2.7 times);
– creation of conditions that will allow reducing the level of interest rates on crediting production to 5% per annum;
– creation of economically safe conditions for the transition to a floating exchange rate, ensuring the establishment of such a level at which the balance of payments will be positive or zero.
- Historians of science should pay special attention to studying the history of the creation of rocket and space science and technology in Ukraine, the unique scientific and technical schools of leading scientists-designers who played a key role in strengthening the country's defense capability. Pay more attention to popularizing the history of domestic science.
- To draw the attention of media workers to the extreme importance for the national security of the state of strengthening their influence on the formation in the public consciousness of an adequate understanding of the importance of science and innovative economic development based on its achievements for raising the standard of living, establishing Ukraine as a modern state and ensuring its very existence as an independent and sovereign state in the modern world.
- Urgently publish on the website of the G.M. Dobrov Center for Research on Scientific and Technical Potential and History of Science presentations of the reports of the symposium participants, and within the next two weeks, the texts of these reports, prepare briefing notes to the government and the Verkhovna Rada of Ukraine on the most pressing problems that were discussed at the symposium. Prepare and publish articles in the journals "Science and Innovation", "Science and Science of Science", "Problems of Science" based on the materials of the reports and speeches of the symposium participants.
