I. History, methodology and sociology of science and technology
1.1. In fulfillment of the general agreement on cooperation between the NAS of Ukraine and the Yuzhnoye Design Bureau, through archival research of documents and reports, as well as critical analysis of facts and events related to the development of rocket and space technology in Ukraine published in primary sources, the cooperation of the Yuzhnoye Design Bureau with affiliates, including with scientific institutions of the NAS of Ukraine on the creation of four generations of combat missiles, carrier rockets and spacecraft, has been highlighted, new information has been introduced into scientific circulation, which expands the understanding of the development of scientific research and technical developments of space purposes in the world context in 1951-1991, as well as individual scientific and technical schools, in particular, the general designers of the Yuzhnoye Design Bureau V.F. Utkin and V.G. Sergeyev. A brief history of rocket and space technology in Ukraine has been prepared and published (Gorbulin V.P., Khramov Yu.O., Koltachikhina O.Yu., Lytvynko A.S., Zvonkova G.L.).
1.2. Based on the generalization of the experience of teaching a course on history, philosophy, sociology of science and technology for masters and doctoral students of universities and institutes of the NAS of Ukraine, a new program has been developed and its content has been substantiated, taking into account the in-depth requirements for the training of specialists who will work in scientific, technological and innovative spheres of activity. A textbook has been published: Onoprienko V.I. and Onoprienko M.V. "History, philosophy, sociology of science and technology". – K., 2014. – 447 p.
II. Science: systematic research of scientific, technological and innovative potentials
2.1. A comprehensive analysis (statistical, sociological, factual) of the dynamics of the development of scientific and technological potential for the period from 1991 to the present has revealed a steady trend towards a decrease in almost all of its quantitative parameters and the effectiveness of its functioning. The state of the scientific and technological sphere has deteriorated especially compared to the dynamics of the development of this sphere in neighboring countries: Poland, Turkey, Russia and Belarus, which significantly reduces Ukraine's competitive opportunities in the international scientific and technological market. It is shown that the key reason for the slowdown in scientific and technological development is the absence in Ukraine of a system for stimulating innovative business activity, the weak orientation of the entire legislative and regulatory framework to support the scientific and technological development of the country. A number of amendments are proposed to the Law of Ukraine "On Amendments to the Law of Ukraine "On Scientific and Scientific and Technical Activity" and the need for a general review of the science-intensiveness of all legislation in order to bring it into line with the requirements of the innovation model is substantiated. (Popovich O.S., Bublyk S.G., Isakova N.B., Mekh O.A., Yegorov I.Yu., Bulkin I.O.)
2.2. Scientometric studies have proven that the priority areas of science and technology development, developed on the basis of foresight studies in the process of implementing the State Program for Forecasting Scientific, Technological and Innovative Development of Ukraine in 2004–2006 with the involvement of domestic expert scientists, fully correspond to the main trends in the development of world science. This confirms both the fact that Ukrainian scientists are well-versed in the most relevant areas of development of world science and technology, and the legitimacy of using the foresight research methodology for predictive and analytical research, for identifying the most promising areas of development, as well as for analyzing threats to the country's national security. (Koretsky A.I.)
2.3. A new network concept for developing such elements of innovation infrastructure as business incubators, technology parks, technology platforms, and clusters on a single methodological basis is proposed. The main principles of modifying the laws of Ukraine regulating innovation activity on its basis are formulated. The possibility of using the proposed new conceptual approach, based on information and communication technologies, in the interests of the dynamic development of regional markets and successful confrontation with global competition is shown (Soloviev V.P., Senchenko V.V., Kot O.V., Denisyuk V.A., Kolesnyk M.M.)
2.4. Based on the use of the methodology of a problem-oriented approach, threats to national security associated with the level of scientific and technological support for the functioning of the socio-economic environment were first identified and classified by content and origin. The conditions under which the scientific and technological sphere acts as a basic foundation, and not a separate component of national security, as is commonly believed. The optimal threshold values of the knowledge intensity of the national economy, critical for the current state of economic and social relations in society, have been established. (Malitsky B.A.)
2.5. Based on a study of the structure and dynamics of the development of scientific potential and the effectiveness of the activities of scientific institutions of the National Academy of Sciences of Ukraine, conducted retrospectively to 1987, methodological approaches to the selection of criteria, a system of indicators and an assessment model suitable for the joint assessment of scientific institutions of different branches of science and types of scientific and scientific-technical activity are proposed. The main feature of the proposed approach is the use, together with general (uniform for all scientific institutions being assessed) criteria and assessment indicators, of a separate group of special (specific) indicators that characterize such differences. It is shown that sufficiently relevant assessments can be obtained when using a bilateral composition of sets of general and specific indicators in the ratio ≥ 85 : ≤ 15 percent, respectively. Taking into account this approach, a draft Methodology for the Assessment of Scientific Institutions of the National Academy of Sciences of Ukraine has been developed. (Malitsky B.A., Grachev O.O., Rybachuk V.P., Videnina N.G.)
