The Dobrov Institute for Scientific and Technological Potential and Science History Studies of the National Academy of Sciences of Ukraine publishes its letter to Ukraine’s Ministry of Education and Science dated 25 August 2026, No. НЦ-55, and the Ministry’s response dated 9 October 2026, No. 9/673-26.
The letter concerns the regulatory framework for interdisciplinary science studies and clarification of the status of the international academic journal Science and Science of Science. The Institute argues that science studies bring together economic, historical, philosophical and sociological approaches, so classifying the journal solely within an economics cluster does not fully reflect its research profile.
The Institute proposed introducing an Interdisciplinary studies of science, technology and innovation cluster covering specialities C1 Economics and international economic relations, B9 History and archaeology, B10 Philosophy, and C5 Sociology; assigning Science and Science of Science to this cluster once the necessary regulatory provisions are in place; and examining the possibility of introducing speciality C8 Science studies and innovation studies.
In its response, the Ministry thanked the Institute for its proposals and stated that they would be considered alongside other proposals from research and scientific and technological organisations as the relevant regulations are applied in practice.
The Ministry’s letter contains neither a decision to adopt the proposed changes nor a deadline for considering them. The full texts of the Institute’s letter, including its annex, and the Ministry’s response are available as PDF files in the Documents panel.
