The implementation of the obtained scientific results into public practice is a mandatory condition for the executors of topics and projects at the Institute. This approach stimulates the executors of the works to initiate the preparation of relevant scientific and analytical reports, recommendations and proposals on solving problems in the field of science and innovation at the state, regional and industry levels based on the obtained results. Another channel for the implementation of the results is the use of the works performed by postgraduate and doctoral students as part of their dissertations. In some cases, the implementation of the results is a consequence of the interest of individual customers - government bodies, organizations and enterprises.
Thus, in 2019, at the invitation of the Kyiv Regional State Administration, the Institute's specialists were involved in the development of the Kyiv region strategy for the period 2021–2027 based on smart specialization and the Action Plan for its implementation. The proposals developed by the Institute's representatives were taken into account in the technical specifications of the projects, the list of which was approved by the Kyiv Regional Council for implementation on a competitive basis. The Institute received an invitation to participate in this competition and gratitude for the assistance provided from the regional leadership.
An important implementation is the use of the Institute's proposals in the preparation of the Strategy for the Development of Innovation Activity for the period until 2030 (Order of the Cabinet of Ministers of Ukraine No. 526-r dated July 10, 2019), which relates to measures to increase the number of individuals and business entities engaged in invention, providing services for the commercialization of intellectual property, as well as to activate the innovative activities of enterprises (thanks were received from the Department of the Cabinet of Ministers of Ukraine).
Certain provisions of the dissertation of the Institute's doctoral student Zhernov D.V. were used in 2017 by the Verkhovna Rada Committee on Industrial Policy and Entrepreneurship in the preparation of certain legislative acts, including the draft Law of Ukraine "On the Special Regime of Investment and Innovative Activities Based on the Principle of Subsidiarity in Ukraine", as well as the draft Law of Ukraine "On Amendments to the Scientific Code of Ukraine (Regarding the Promotion of Innovative Activities - Implementation Report dated 17 October 2017).
The results of the scientific research of the Institute's doctoral student Vovchenko O.V. were implemented into the educational process of the University of Economics and Law "KROK" to ensure the teaching of the academic disciplines "National and Regional Security", "International Information Security" (Implementation Report dated March 14, 2019) and
at the Department of Financial and Economic Security Management of the Educational and Scientific Institute of Security Management of the University of Economics and Law "KROK" (certificate of implementation dated June 04, 2019).
In 2018, the Committee on Science, Technology and Innovations used the proposals prepared by the Institute's specialists based on the results of the implementation of the planned topic to ensure the development of domestic science when preparing draft legislative acts, decisions on the training of scientific personnel and improving the status of a scientific worker (certificate of implementation dated 19 February 2019 No. 04-23/16-205).
During 2017-2019, the Ministry of Economic Development, Trade and Agriculture used the results of research by the Institute's scientists on the development of consensus forecasts of economic development of Ukraine, which were published in the periodical of the Ministry of Economy to develop economic policy recommendations to ensure stable and balanced economic growth of Ukraine and macroeconomic forecasting of possible scenarios of the country's development. In order to implement the results of its research into real practice in the formation and implementation of the state's scientific, technological and innovation policy, the Institute systematically informs the Government and the Verkhovna Rada of Ukraine about the most urgent problems that need to be solved (these materials are sent both on the initiative and in response to the instructions of the relevant authorities).
Yes, in 2017 the Institute initiated (Reporting note “On the need to strengthen state support for industrial and innovative development of Ukraine” sent to the President of the NAS of Ukraine B.E. Paton on January 18, 2017) an appeal by the President of the NAS of Ukraine B.E. Paton to Prime Minister Groysman V.B. on the strategic orientation of the government's medium-term action plan until 2020 on scientific and technological factors of economic growth, since purely resource factors have largely exhausted their reproductive capabilities. For its implementation, a program of support for science is needed, the introduction of incentives for innovative activity in science and the economy. The appendix to the appeal provided a scientific and analytical justification for the need to strengthen state support for the industrial and innovative development of Ukraine, as well as specific proposals for the draft medium-term plan of priority government actions until 2020.
The same year (21 December 2017) To the Chairman of the Verkhovna Rada of Ukraine Parubiyu A.V. a report was sent on the need to take urgent measures to restore the scientific potential of Ukraine, which drew attention to the unprecedented decrease in the number of researchers per million population in Ukraine - a parameter that is considered in the modern world as an indicator of the country's readiness for innovative development: as a result of cutting funds allocated for scientific research and development, it has become several times smaller than in advanced countries of the world, half as small as in Russia, and one and a half times smaller than in Belarus. The note provides data on the main trends in increasing support for science in the world, in particular in Ukraine's neighboring countries, and justifies the need for the Verkhovna Rada of Ukraine to adopt a strategy for restoring and developing the state's scientific potential.
A briefing paper was devoted to the same issue to the Committee of the Verkhovna Rada of Ukraine on Science and Education (15 February 2017), which informed about the results of the Institute's forecasting and analytical research on the dynamics of the human resource potential of domestic science, which indicate the urgent need for urgent measures by the authorities to stop its degradation and show that delaying the implementation of decisive measures to strengthen support for science will cost the state dearly - it will require significantly more funds and time.
The critical situation in the field of scientific, technological and innovative policy of the Ukrainian state was covered in even more detail in a letter to chairman of the Committee of the Verkhovna Rada of Ukraine on Science and Education Spivakovsky O.V. regarding the extremely unsatisfactory level of support for science in Ukraine, underestimation of its importance for the innovative development of the economy, to which an analytical note was added regarding science funding reforms (November 27, 2017).
In the report Chief Scientific Secretary of the NAS of Ukraine Academician of the NAS of Ukraine V.L. Bogdanov “On the implementation of the Resolution of the Presidium of the NAS of Ukraine on the creation of the Center for Innovation and Technological Development at the G.M. Dobrov Institute for Research on Scientific and Technical Potential and History of Science of the NAS of Ukraine” informed about the work carried out to create the said Center, and raised the question of the need for additional funding for it.
In 2018, the Institute actively participated in the preparation of parliamentary hearings on the topic: "National Innovation System: State and Legislative Support for Development"National Innovation System: State and Legislative Support for Development», which took place on March 21, 2018. In particular, comments and proposals were developed and submitted to the Verkhovna Rada of Ukraine for the draft recommendations of the parliamentary hearings, which drew attention to the fact that such structural changes have occurred in the human resources potential of domestic science that make it impossible not only to significantly increase it, but even stabilize it without extraordinary state measures aimed at attracting young people to science and securing young and middle-aged researchers in scientific teams. It was also proposed to resume forecasting and analytical research in order to determine the most relevant areas of innovative development, use the program-targeted method as the main mechanism for implementing the priority areas of scientific and technological development defined by the state, organize support for a cluster approach to economic renewal, and more fully use the capabilities of the scientific centers of the National Academy of Sciences of Ukraine and the Ministry of Education and Science for this purpose.
December 13, 2018 Report to The Committee of the Verkhovna Rada of Ukraine on Science and Education “On the need to take urgent measures to stimulate the involvement of young people in science” The Institute informed that such an age structure of domestic researchers has developed, which is actually programmed for the extinction of the scientific system: the youth replenishment of science is falling from year to year, and today it is already less than the losses of science as a result of natural mortality and the transition of scientists to other areas of activity. If our state had managed to ensure an increase in the number of young people entering science by 15% every year, starting from 2015, we could approach the average level of this indicator for EU countries only in approximately 2032, but this chance has already been lost. Postponing the policy that would ensure such a growth rate until 2020 gives a chance to reach this level only in 2040. Radical changes to the system of training and certification of highly qualified scientific personnel were proposed.
Comments on the draft innovation development strategy through 2030
November 21, 2018, to the Deputy Chairman of the Verkhovna Rada of Ukraine Committee on of Science and Education Kyrylenko I.G. – report “On the need to strengthen state support for the industrial and innovative development of Ukraine”
In 2019, the Institute repeatedly sent information and analytical materials to the authorities, which proved the fallacy of some statements by individual politicians regarding the state of affairs in the scientific and technological sphere of Ukraine and the world.
In particular, on October 21, 2019, a letter was sent to the Committee of the Verkhovna Rada of Ukraine on Science and Education (as a reaction to the speech at the meeting of the Verkhovna Rada committee by R. M. Chernega, a member of the Scientific Committee of the National Council of Ukraine on the Development of Science and Technology).
Prepared and sent on October 9, 2019, scientific, analytical and reference materials to the NAS of Ukraine on the status of implementation of the Law of Ukraine "On Scientific and Scientific-Technical Activity" and its impact on improving the situation in the field of scientific and scientific-technical activity (9 October 2019).
On January 3, 2019, a letter was sent to the First Deputy Chairman of the Verkhovna Rada of Ukraine I.V. Gerashchenko regarding the financing of academies of sciences in the world and the inconsistency of the situation with science in Ukraine with the main trends of global scientific and technological development (as an attempt to provide some clarifications in connection with her not entirely competent statements regarding the generally accepted forms of organizing financing for scientific research in the world.
January 24, 2019 - report of the Committee of the Verkhovna Rada of Ukraine on Science and Education on the results of the implementation of the departmental topic "Formation of the attractiveness of the scientific profession and a positive attitude of Ukrainian society to science" and proposals developed on their basis to increase the prestige of work in science.
February 15, 2019 – Memorandum to the President of the NAS of Ukraine B.E. Paton “On the need to resume forecasting and analytical research and organize expert surveys in order to update priority areas of science and technology development in Ukraine”
March 18, 2019 – “Some comments on the draft strategy for the development of science, technology and innovation” was sent to the Vice-President of the NAS of Ukraine, Academician of the NAS of Ukraine A.G. Zagorodny. In particular, the following additions were proposed:
- “The Verkhovna Rada of Ukraine to adopt a decision that the restoration of the country's scientific potential should become one of the most important strategic tasks of the state, to develop and consistently implement a clear plan for the annual increase in the share of state budget expenditures on scientific research and development to achieve the parameters stipulated by law;
- The Cabinet of Ministers of Ukraine to develop and submit to the Verkhovna Rada of Ukraine proposals on legislative stimulation of research and development expenditures by industrial and agricultural enterprises;
- The Ministry of Education and Science of Ukraine shall take measures to improve the quality of training of researchers through postgraduate studies through the real involvement of doctoral students in the process of scientific research. To consider the creation of postgraduate studies and specialized academic councils for the defense of dissertations at institutions that do not conduct systematic scientific research registered in accordance with the established procedure as unacceptable.”
The Committee of the Verkhovna Rada of Ukraine on Science and Education sent comments to the draft recommendations for parliamentary hearings on the topic “Balanced development of human capital in Ukraine: the tasks of education and science” with proposals for some additions (March 25, 2019)
On May 21, 2019, the Deputy Minister of Education and Science of Ukraine Rashkevych Yu.M. was sent a report “On the need to objectify the current system for assessing the results of a scientist’s work” (6 May 2019), which warns against formal and bureaucratic simplifications in this matter.
On October 9, 2019, the President of the NAS of Ukraine B.E. Paton and the Chairman of the Committee of the Verkhovna Rada of Ukraine on Education, Science and Innovation S.V. Babak were sent the Institute's proposals on increasing the efficiency of the circulation of intangible assets in the intellectual property market in Ukraine.
October 15, 2019 – a letter to the Chairman of the Verkhovna Rada of Ukraine Committee on Education, Science and Innovation S.V. Babak about some features of the real practice of implementing financial support for scientific, technological and innovative development in a number of countries around the world, which should be taken into account when improving the state policy of Ukraine in the scientific and technological sphere, as well as about myths generated by the unprofessional imagination of some politicians, which are often used in discussions on this topic.
Based on the analysis of the conclusion of the Scientific Committee of the National Council of Ukraine on the Development of Science and Technology, comments were prepared (mostly regarding the superficiality of a number of generalizations made in it) and sent to the leadership of the NAS of Ukraine on April 15, 2019.
Analysis of Ukrainian science for preparation of the presidential address
Letter to the Presidium of the NAS of Ukraine dated 29 November 2019 with comments on the draft order of the Cabinet of Ministers of Ukraine “On approval of the plan of measures for the implementation of the strategy for the development of innovative activity for 2019-2021”, which notes that the strategic goal is to be revival of the scientific potential of the state and bringing it to the level necessary for scientific support of innovative development, in accordance with European standards.
December 6, 2019 - letter to the President of the NAS of Ukraine B.E. Paton about the results of forecasting and analytical studies, which indicate that the prospects for restoring the human resources potential of the NAS of Ukraine after 2015 have significantly deteriorated: the youth recruitment has decreased, and the age structure has become such that losses due to natural mortality already exceed the arrival of young people.
It should be noted that the recommendations contained in the reports and analytical materials of the Institute are at best only partially taken into account by the authorities, often the institute does not even receive information about their consideration.
Every year, the Institute presents the Ministry of Economic Development, Trade and Agriculture of Ukraine with a macroeconomic forecast of economic development and participates in the formation of relevant consensus forecasts.
Another direction for organizing the implementation of research results into social practice was their coverage through the media, especially online publications (Ukrainska Pravda, Dzerkalo Tyzhnia, Spilne, Granit Nauki)
