Uniqueness of the Institute

The State Institution "Dobrov Institute for Scientific and Technological Potential and Science History Studies of the NAS of Ukraine" is the only scientific institution in Ukraine that specializes in conducting fundamental and applied research in the field of science, innovation and history of science. The team was formed on the basis of the Kyiv Scientific School of the famous scientist and historian of science G. M. Dobrov in Ukraine and the world, who in the 60s-90s launched large-scale cutting-edge research on science using fundamentally new for that time interdisciplinary knowledge, machine methods of information processing, conceptual and methodological approaches, combining research activities with the popularization of science and scientific knowledge in society, substantiating their social significance and great influence on the innovative development of the country. This tradition is continued by the team throughout the post-Dobrov years.

The Institute has a unique opportunity to consider in its research the problems of science in a broad context, starting from the history, theory, organization of scientific activity and ending with the use of its results in socio-economic practice. That is, in a meaningful combination of at least three scientific disciplines - "history of science", "science studies" and "innovation".

Most areas of fundamental and applied research are also unique, in particular the reconstruction of the history of the development of science, individual scientific disciplines, scientific schools, the activities of scientists, scientific and technological development, forecasting and modeling of relevant scientific, scientific and technical and innovation processes and trends, substantiation of state policy measures in the field of science and innovation.

The theoretical developments of the Institute are specified in the field of transformation of the legislative framework, formation of standards in the system of public administration, in documents of International scientific organizations in the field of science.

The Institute is an academic scientific institution recognized as unique and original by domestic, foreign and international academic scientific and professional communities in certain priority areas of research of the National Academy of Sciences of Ukraine.

The results of the Institute's activities meet international standards of excellent level - "creation of new knowledge in new fields of science". In particular, the Institute's specialists are initiators, founders and leaders in Ukraine in the following areas in new fields of knowledge:

• identification and description of key facts and events from the history of science that have had the greatest impact on the development of world science, such facts are separately highlighted that relate to the activities of Ukrainian scientists;
• development of a theoretical justification for the relationship between political, social and psychological factors in the implementation of professional activities of scientists, understanding by scientists of their role in society, transformation of the professional ethos of scientists;
• research on the social capital of science, its measurement at the national and regional levels, as well as typology as a global social and scientific process;
• development of a methodology for multi-level analysis of sources and channels of financing the national scientific system in time dynamics and in terms of priorities, branches of science and individual areas of research;
• identifying patterns of the relationship between the level of social tension and technological changes characteristic of the three previous industrial revolutions, substantiating the hypothesis regarding the content of society's preparation for the next industrial revolution.

Indisputable evidence of the uniqueness of the Institute is the recognition worldwide of the prominent role of the Dobrov School of Science in the formation of this discipline, its active development based on the ideas and scientific experience of the work of modern associates and students of G.M. Dobrov in many countries of Europe, China, etc.

The uniqueness of the Institute as a scientific institution for the development and image of Ukraine is also characterized by the involvement of the team and individual specialists in the work of international organizations, editorial boards of journals, working groups for the preparation of analytical materials, organizing committees of conferences, etc.

The Institute is entrusted by UNESCO to hold regular symposia on the problems of the development of national and world science. Materials and recommendations on relevant issues are sent to many interested international and national organizations.

The Institute's staff is known internationally as a serious researcher of the trends in the development of domestic science in comparison with the trends in the development of world science and individual foreign countries, and the implementation of foreign experience and standards in the sphere of legislative and regulatory activities in Ukraine

The Institute's development of methodologies, recommendations, and approaches to the analysis of science are used in some foreign countries in their national research. The Institute's scientists are invited to participate in international conferences, where they have the opportunity to familiarize foreign colleagues with the state of science development in Ukraine.

In order to maintain the positive image of Ukraine as a scientific state, the Institute is conducting significant work to identify the scientific priorities of Ukrainian scientists in the world, published and distributed a monograph with information about outstanding foreign scientists of Ukrainian origin.

For the same purpose, a book was published for the first time in Ukraine with a detailed description of the most outstanding achievements of the National Academy of Sciences of Ukraine over 100 years of its activity. The book was highly appreciated by many foreign experts.

Since the beginning of its existence as a scientific research unit, the Institute has defended more than 350 dissertations, including by specialists from other republics. In the field of training scientific personnel, the Institute acts as a platform that unites specialists in historians, scientists, economists, physicists, mathematicians and other scientific disciplines. Therefore, it is not surprising that the scientific team of the Institute itself consists of specialists in various specialties, and some of them have diplomas in two specialties. This personnel specificity of the Institute causes, by the way, some misunderstanding in Ukraine, but abroad in scientific circles, on the contrary, is perceived as a positive experience of Ukrainian science.

The Institute's scientists carried out consulting, organizational and methodological work:

• expert-consulting and methodological cooperation with the Institute of Sociology of the NAS of Ukraine in the preparation of methodological approaches to the analysis and calculation of the expert study "Civilizational Choice of Ukrainian Society";
• carrying out organizational, coordination, expert-consulting and methodological work in cooperation with the Energodar Institute of State and Municipal Administration named after R.G. Henokh “Classical Private University” and the student council of the Private Higher Educational Institution “Nikopol Economic University” on the preparation and holding of the scientific and practical conference “Innovation Management as a Science of Innovation Management and Financing of Innovative Enterprises in Ukraine”, (Kyiv, April 13, 2018);
• creation of a working group from the leadership of the Ukrainian Humanitarian Institute (UGI - a private higher educational institution in the city of Bucha, Kyiv region), the Union of Ukrainian Professional Associations, representatives of the National Academy of Sciences of Ukraine and business to prepare a draft of a regional innovation system;
• within the framework of the development of the regional innovation system, a scientific school of macroeconomic analysis and forecasting was created at the Ukrainian Humanitarian Institute;
• scientific supervision of the research work of a group of young analysts within the framework of the program of the Ministry of Economic Development and Trade of Ukraine “Policies of Economic Breakthrough: World Experience”.

The Institute hosts a methodological seminar and scientific seminars of scientific departments. Leading scientists of the Institute take an active part in conducting an examination of competitive scientific and technical projects and draft legislative acts on behalf of the Presidium of the NAS of Ukraine, the Ministry of Education and Science of Ukraine, the Ministry of Economic Development and Trade of Ukraine, the Committee of the Verkhovna Rada of Ukraine on Science and Education.

Regular seminar "Information Society: Achievements and Challenges" organized to discuss topical issues of the development of the information society and the popularization of science. Frequency: monthly from September to May. Venue: Kyiv House of Scientists.

Together with the Ukrainian Society of Historians of Science, the Institute employees coordinate scientific work in the field of history of science in Ukraine (both professional historians of science and scientists in various fields studying the history of the development of their discipline). The Department of History and Sociology of Science and Technology has a seminar on the history of science, headed by the head of the department Yu.O. Khramov.

Young scientists of the Institute have undergone internships in state authorities:

Koretsky A.I., Candidate of Economic Sciences from 15 April 2018 to 20 July 2018, underwent an internship at the Secretariat of the Committee of the Verkhovna Rada of Ukraine on Agrarian Policy and Land Relations with the support of the Eastern Europe Foundation, the NGO "League of Interns" and USAID, where he deepened his skills in organizational and administrative work, and successfully passed exams on knowledge of the Constitution of Ukraine and the Rules of Procedure of the Verkhovna Rada of Ukraine.

The Institute has a National Contact Point of the EU Framework Programme for Research and Innovation “Horizon 2020” in the direction “Europe in a Changing World - Innovative, Smart Societies of Equal Opportunities”, where expert, advisory and methodological work is carried out to involve Ukrainian scientists in participating in “Horizon 2020” for research and innovation; individual consultations are conducted, assistance is provided to Ukrainian organizations in finding partners and creating consortia for submitting joint applications (coordinator Kaplynskyi O.V.).
