It traces the origins of the National Automated System for Computation and Information Processing (OGAS) and explains why the project was never implemented. It proposes a new sociocybernetic approach to studying society, drawing on Viktor Glushkov’s theory of information barriers and Niklas Luhmann’s theory of communication. The advantages of this approach over market-based management are presented in terms of democratising and improving resource management.
